What is the ruling on overshooting the Miqat and entering into a state of Ihram for 'Umrah for someone from Ta'if who intended to perform 'Umrah but inadvertently overshot the Miqat, then entered Makkah, circumambulated the Kaaba, but did not perform 'Umrah?

"Whoever intends to enter Makkah for ritual worship must enter into a state of ihram from theqat. If one passes the miqat without ihram, it is obligatory to return to it unless there is an excuse. Otherwise, a compensatory sacrifice (dam) is due. The evidence for this is the Prophet's (peace be upon him) statement: 'These [miqats] are for them [the people of those regions] and for anyone who comes through them from other than their people, intending Hajj or Umrah.' The questioner should have entered ihram from the nearest point in the non-sacred area (Al-Hill) and performed Umrah, then offered a sacrifice (hady) for not returning to the miqat. However, since he has already done what he did, there is nothing upon him, for whoever enters the Sacred Precinct (Al-Haram) without ihram, when ihram was obligatory upon him, does not owe a make-up performance (qada')."
