What is the ruling regarding the two 'Umrahs performed without assuming ihram from the miqat specified by Sharia due to ignorance of the ruling?

Whoever passes the Miqat intending Umrah must enter into a state of Ihram from it. If they pass the Miqat without Ihram, then according to the majority of scholars, a sacrifice (dam) is required of them. As for someone who passes the Miqat not intending Umrah, and then decides to perform it from Makkah or Jeddah, their action is valid and nothing is required of them. However, one who is in Makkah must go out to the 'Hill (area outside the Haram) to enter into Ihram. This is based on the Hadith of Ibn Abbas (may Allah be pleased with them both): "Indeed, the Prophet (peace and blessings be upon him) designated Dhul-Hulaifah for the people of Madinah, Al-Juhfah for the people of Ash-Sham, Qarn Al-Manazil for the people of Najd, and Yalamlam for the people of Yemen. These are for them and for anyone else who passes through them intending Hajj or Umrah. And whoever is closer than that, then from where they originate their intention, even the people of Makkah from Makkah."
