Whoever is in Mecca and intends to perform 'Umrah, it is obligatory for him to go out to the (non-sacred) area outside the boundaries of the Haram to enter into a state of ihram. It is not permissible to enter into ihram from Mecca, otherwise a damm (sacrifice of a sheep in Mecca to be distributed among the poor of the Haram) would be incumbent upon him. As for whoever intends to perform Hajj while in Mecca, he enters into ihram from his location in Mecca, and it is not obligatory for him to go out to the (non-sacred) area.
