Whoever passes by the Miqat intending Hajj or 'Umrah, it is obligatory for him to enter into a state of Ihram from there. If he passes beyond it without Ihram, he must return to it to assume Ihram. Otherwise, a compensatory sacrifice (dam) becomes incumbent upon him, which is to be slaughtered in Makkah and distributed among the needy.
