Is it permissible to perform a second 'Umrah, entering into a state of Ihram from outside the boundaries of the Haram, or from Jeddah, in order to accompany my mother in her 'Umrah, or am I obligated to undertake a separate journey for 'Umrah?

It is prescribed for you to enter into the state of Ihram for Umrah from outside Mecca with your mother, and you are not required to travel to your country. Indeed, Aisha (may Allah be pleased with her) performed Umrah from Tan'im by the order of the Prophet (peace be upon him) after completing the Hajj. This is evidence that whoever is in Mecca and wishes to perform Umrah, their Miqat is the nearest point outside the Haram boundary (adna al-hill), so that they combine in their ritual both the lawful and the sacred territories. The majority of scholars hold the view that it is obligatory to go to the nearest point outside the Haram boundary to enter into Ihram for Umrah.
