If you intend to perform 'Umrah while in Jeddah, then you should enter into the state of ihram from there, based on the Prophet's (peace be upon him) saying: "And whoever is within that [meaning, closer to Makkah than the mentioned miqats], then from where he originates, even the people of Makkah from Makkah." However, if you intended 'Umrah in Jizan and entered Makkah without ihram, then went to Jeddah, you must return to your original miqat and enter into ihram from there; otherwise, a compensatory sacrifice (dam) will be required of you.
