Is blood (a compensatory sacrifice) obligatory for one who enters into a state of Ihram for 'Umrah from Taneem, even though his Miqat (the prescribed station for entering Ihram) is further, such as "Rabigh"?

For someone coming from Egypt to perform Umrah (definition), the Miqat (definition) for Ihram (definition) is Rabigh, which is the Miqat they pass through. If someone passes the Miqat without entering Ihram while intending to perform Umrah, they must offer a compensatory sacrifice (dam) to be slaughtered in Mecca and distributed among its poor. However, if they did not intend to perform Umrah until after arriving in Mecca, then there is no penalty (no obligation to offer dam) upon them.
