What is the optimal course of action toward a neighbor who repeatedly and harmfully aggresses against his neighbor with actions including stealing water, practicing sorcery, placing disfigured cats in front of the door, in addition to false accusations and provocative behavior from his daughter, knowing that the victimized neighbor feels extreme rage and a desire for revenge, but holds onto patience out of fear of Allah?
A Muslim is rewarded for suppressing anger and enduring a neighbor's ill-treatment. Forgiveness, pardon, and repelling evil with what is better bring Allah's forgiveness and aid. Harming a neighbor is an injustice, as Islamic law has enjoined good treatment of neighbors, and has negated faith from one whose neighbor is not safe from his mischief. If the neighbor persists in causing harm, he should be advised and cautioned about Allah. If he does not desist, his matter can be reported to the authorities and assistance sought through all available means, while avoiding aggression against him or his family. It is not permissible to accuse anyone of sorcery without clear proof.
