What is to be done about a neighbor who insists on making his home a den of corruption, spreading vice, and harming his neighbors, knowing that the Messenger, may God’s prayers and peace be upon him, enjoined good treatment of neighbors?

Islam encourages kindness to neighbors through gifting, helping, refraining from harming them, and enduring their harm, for the neighbor's right is great. If a neighbor harms his neighbors or uses his home for corruption, he must first be advised. If he does not respond and his corruption is confined to himself, then patience with him is obligatory. However, if his corruption is transcendent, then the authorities must be informed about him. If these solutions do not work, then it is recommended to move to another place.
