The question

What should I do about my mentally ill neighbor who harms me and my family by turning up the volume of the television and radio at night, and by leaving out filth, despite my repeated attempts to speak with him, and involving neighbors and the imam of the mosque, and filing official reports against him without success, and my fear of him harming my wife and children in my absence?

The answer

To deal with a mentally ill neighbor, you must be patient with their harm and respond to their ill-treatment with kindness, seeking reward from Allah, recalling His words, the Almighty: "And not equal are the good deed and the bad. Repel [evil] with that which is better; then behold, he between whom and you was enmity [will become] as though he was a devoted friend. But none is granted it except those who are patient, and none is granted it except those having a great portion [of good]." Additionally, strive to prevent their harm through lawful means, such as resorting to the police or their sensible family members, and searching for alternative housing for your safety and that of your family, for the Prophet, peace and blessings be upon him, said: "Seek refuge with Allah from the evil of a neighbor who stays [in the same place]."
