The person afflicted with سلس (urinary incontinence) is someone for whom the incontinence persists throughout the entire prayer time, such that they cannot find a moment long enough to perform the prayer with proper purification.

It is permissible for the person with سلس to combine prayers in a صورية (figurative) manner, and it is better for them to perform ablution at the beginning of each prayer time and go to the mosque to pray. Some scholars have permitted for them a حقيقية (actual) combination of prayers.

During Hajj, the person with سلس must take precautions like anyone else. If they are compelled to tie a cloth, they may do so, and there is no fidyah (expiatory payment) due from them, unless it harms them.

However, if the urine leakage is slight, such that they can find time to perform purification and prayer, then they must pray within that time.
