Is it permissible for the Hajj al-Qiran pilgrim to combine and delay the Tawaf al-Qudum, Tawaf al-Ifadah, and Sa'i until the 12th of Dhu al-Hijjah, and is he required to remain in ihram until he performs them?
Tawaf al-Qudum (circumambulation of arrival) is a Sunnah for the Mufrid (performing Hajj alone) and the Qarin (combining Hajj and Umrah) according to the majority of scholars. It is waived if the pilgrim intends to go to Arafah before performing the Tawaf. If the Mufrid and Qarin do not enter Mecca before the twelfth of Dhul-Hijjah, they only perform Tawaf al-Ifadah (circumambulation of outpouring), and that suffices them. As for the permissible acts after Ihram (Tahlul), the first Tahlul for the Mufrid and Qarin occurs by stoning Jamrat al-Aqabah and shaving or shortening the hair. With this, everything becomes permissible except for women. Women become permissible with the second Tahlul, which is achieved by Tawaf al-Ifadah and Sa'i (if they were delayed) after the first Tahlul.
