Is one who performs Hajj al-Ifrad and then changes it to 'Umrat al-Qiran considered to have performed Qiran, and is this change permissible before or after Tawaf and Sa'i?
Imam Ahmad and Ibn al-Qayyim were of the opinion that it is permissible to annul the Hajj into an 'Umrah for whoever has not brought the sacrificial animal (hady), whether performing Hajj ifrad (Hajj alone) or qiran (Hajj and 'Umrah combined). The majority of scholars, however, hold that this annulment is not permissible and was specific to the Companions.
Based on the view of its permissibility, annulment is prescribed for every individual performing Hajj ifrad or qiran who has not brought the sacrificial animal, as long as they have not yet stood at 'Arafah. So, whoever has performed tawaf and sa'y and then intends annulment, should shorten their hair and exit ihram, then re-enter ihram for Hajj. And whoever intends annulment before tawaf, should perform tawaf and sa'y, shorten their hair, and exit ihram.
As for combining 'Umrah with Hajj to change from ifrad to qiran, the majority of scholars do not permit it. However, Abu Hanifah and an old opinion of Al-Shafi'i permit it as long as one has not yet stood at 'Arafah, citing as evidence that the Prophet (peace be upon him) combined 'Umrah with his Hajj. If combining 'Umrah with Hajj is permitted, then the one performing qiran is required to offer a sacrifice.
As for combining Hajj with 'Umrah, it is permissible according to the general body of scholars, based on the hadith of 'A'ishah, unlike some people who prohibited it.
