Is money taken from the landlord, which is part of the rent paid by a governmental entity without its knowledge, considered unlawful and included in devouring people's property unjustly?

This method of taking money falls under consuming wealth unjustly, because the amount is not the property of the employee; rather, it is a grant to provide housing for employees who do not have housing. The employer gives the rent to the landlord, not to the employee. If the employer gives the amount to the employee to deliver it to the property owner, then the employee must abide by that, due to the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions." If the purpose of the money is to achieve what the grantor specified, then it is not permissible to spend it for anything else.
