Is the percentage forcibly taken by the tenant from the owner in exchange for vacating the apartment lawful or unlawful, and how can he be persuaded to leave when the law is on his side?

It is not permissible for the tenant to refuse to vacate the property and hand it over to its owner upon the expiration of the lease term, nor to refuse to renew the contract if the lessor declines, nor to compel the owner to pay financial compensation, even if the law grants him this right. This is because anything that contradicts the law of Allah is void, as evidenced by the hadith (definition) of Aisha (may Allah be pleased with her) regarding the story of Barirah, where the Prophet (peace be upon him) said: "Any condition that is not in the Book of Allah is null and void, even if there are a hundred such conditions." Therefore, this should be explained to the tenant, reminding him to fear Allah and avoid injustice, for what he takes by force of law is money to which he has no right. A legal ruling that is void does not make lawful what is unlawful, nor does it make unlawful what is lawful.
