What is the Islamic ruling regarding the actions of a husband who made vows to his wife (such as performing Umrah, naming a newborn Muhammad, and compensating her for harm) but did not fulfill them, in addition to neglecting her and refusing to have children? And is the wife entitled to be upset by these actions?

The husband has violated Islamic law in several matters: not fulfilling his vow to take his wife for Umrah and treat her kindly, practicing coitus interruptus (azl) without her permission, and suggesting she go with his brother to attend to her needs. It is advised to remind the husband of Allah in a gentle manner and to explain the wife's rights concerning procreation. If he persists, one can seek help from relatives or scholars who have influence over him. Otherwise, there is no harm in seeking a divorce if she wishes, while being cautious not to rush into it. As for the vow, he must fulfill it, otherwise, his accountability is with his Lord. The wife is warned against using this as a reason to cause him distress.
