It is obligatory for the husband to provide for his wife and children and to be just among his wives, and his failure to do so is a sin. It is not permissible for the wife to refuse her husband's conjugal rights. She has the right to demand her rights and to take her case to court. The wife is advised to fear Allah and address the problem through lawful means, and the husband is advised to fear Allah, spend [on his family], and be just.
