The answer

The Prophet, peace and blessings be upon him, warned the perfumed woman who passes by men with her scent emanating, considering her an adulteress. The Lawgiver has obligated women to wear hijab and conceal themselves, prohibited privacy with a non-mahram woman, and commanded believing men and women to lower their gaze and guard their private parts. If your friend protects himself from these girls, lowers his gaze, does not seclude himself with them, and is not tempted by their speech, then there is no blame upon him for what they do, in which he has no involvement. He should, however, forbid them from applying perfumes to their bodies and advise them to suffice with smelling them directly [from the bottle].
