What is the meaning of the Hadith: "People are like one hundred camels, among whom you can scarcely find a riding camel"?

The Prophet, peace and blessings be upon him, said: "Indeed, people are like a hundred camels; you would hardly find one among them fit for riding." Its meaning is that people are equal in the rulings of religion, or that people of virtue are very few. So, one who is pleasing in his religion and character is rare, just as out of a hundred camels, you might not find one fit for riding. This second meaning is the one chosen by most scholars.
