What is the ruling on the statement: "To those who boast about the multitude of their Hajj, Umrah, and circumambulations around the Kaaba: circumambulate around the poor, for you will surely find Allah with every poor person"?

This statement combines truth and falsehood. The truth in it is that Allah's pleasure is achieved by comforting the poor and fulfilling their needs, as stated in the Hadith Qudsi, where Allah Almighty says on the Day of Judgment: "I fell ill, but you did not visit Me… I asked you for food, but you did not feed Me… I asked you for drink, but you did not give Me to drink." The falsehood in it is the reprimand of those who make provisions for Umrah and Hajj, even though Islamic law encourages both, and they negate poverty and sins. The needs of the needy are not delayed due to the repetition of Hajj and Umrah by a few people, but rather due to the extravagance of millions in forbidden and disliked acts, and excessive indulgence in permissible things. A Muslim should balance acts of obedience and prioritize those with greater benefit. If one sees needy people who find no one to give them charity, then giving charity to them from the expenses of a voluntary Hajj or Umrah is better.
