A woman keeping her own pictures and video clips, or sending them to female friends and relatives whom it is permissible for them to see, or a man keeping pictures of women whom it is permissible for him to see—all of this is originally permissible. However, it is better to avoid it due to the possibility that someone whom it is not permissible for them to see might view them, whether through spying on the device, its loss, its sale, or its need for repair.
