What is the meaning of "Allah is the Disposer of affairs"? Does His disposal include facilitating them along with the necessity of the outcome, or is it disposal without an outcome, or is the outcome necessary for it to be considered disposal?

Allah's management of affairs encompasses His decreeing, facilitating, and executing them in the best possible way. This management applies to all creatures and beings. Not an atom's weight in the heavens or on the earth escapes Him, nor does anything small or large elude Him. This is what His wisdom necessitated, and His word preceded it.
