What is meant by Allah's decree of the matter in the heavens, mentioned in some hadiths, and is this ongoing or has it ended, and how can it be reconciled with what Allah has predestined in the Preserved Tablet?

It is among the beliefs of the Ahl al-Sunnah wal-Jama'ah (People of the Sunnah and the Community) that Allah is the Doer of whatsoever He wills, and every day He is in a [new] state: He gives life and causes death, provides sustenance, grants honor and humiliation, heals and brings relief, and forgives sins. And His, the Almighty’s, saying: ﴿When Allah decrees a matter in the heaven﴾ [Qur’an 8:12] indicates that Allah’s speech is an attribute of action; He speaks whenever He wills, and the inhabitants of the heavens heard it like the sound of a chain on a rock. There is no contradiction between this renewed decree and the four stages of al-Qada' (Divine Decree) and al-Qadar (Predetermination): knowledge, writing, will, and creation. For Allah knows everything and writes it, and whatever He wills comes into being, and He is the Creator of all things and of the actions of His servants.
