How can Allah's saying, "He disposes the [every] matter," be reconciled with His saying, "So [by] those who arrange [each] matter"?

Allah Almighty is the Administrator of affairs. He has entrusted angels with the administration of some of the creation's affairs. Thus, "the Disposers of affairs" are the angels who manage the matters that Allah Almighty has subjected to them. Examples of this include Gabriel, who is entrusted with revelation; Israfil, who is entrusted with blowing the Trumpet; Michael, who is entrusted with rain and vegetation; the Angel of Death, who is entrusted with souls; Malik, who is entrusted with the Fire; Ridwan, who is entrusted with Paradise; and the angels who are entrusted with deeds.
