Is the meaning of the verse: "He arranges [every] matter from the heavens to the earth; then it ascends to Him in a Day, the extent of which is a thousand years of what you count," that Allah arranges the matter and sends it to earth by means of the angels, then the angels return to Him with the news in a thousand years, and does Allah wait for the angels to return to Him to know the reaction to the matter, despite His vast knowledge?

Allah manages His affair from the heavens to the earth, and it ascends to Him in a Day the measure of which is a thousand years. This management and the ascension of the angels to Him occur in a short time, for this is from the Unseen, which only Allah knows. And Allah is the Knower of the Unseen, He knows what His creation does before He creates them, and after He creates them, and while they are doing it. Allah has indeed decreed the measures of all things before He created the heavens and the earth. The angels record the deeds of the servants to establish proof against them, not because Allah needs their knowledge, for He is exalted above forgetfulness or needing someone to inform Him. And this questioning of the angels is an act of worship from Him to them.
