What is the ruling on touching and reading the Mus'haf after semen has been discharged without lust during the day?

If semen is discharged without lust, then ghusl (ritual bath) is not obligatory; rather, only wudu (ablution) is required, and it is not permissible to touch the Mushaf (Qur'an) before performing wudu. However, it is preferable to perform ghusl to avoid scholarly dispute, and in this case, it is forbidden to touch the Mushaf or recite the Qur'an before performing ghusl.
