What is the ruling on using "tattooing" to treat the problem of hair not growing in the eyebrow area due to an accident?

Tattooing is a تغيير لخلق الله (altering the creation of Allah) and is forbidden for both men and women. There are three methods of tattooing: - Puncturing with a needle and filling the area with a colored substance. - Applying chemical substances or performing surgical procedures to change the color of the affected part. - Temporary tattooing, which involves applying an adhesive substance externally on the body.

The first two methods are forbidden, while temporary tattooing is permissible under certain conditions. It is permissible to use tattooing to remove an existing defect caused by a burn, accident, or disease, based on the hadith "لعن الواشمة والمستوشمة إلا من داء" (Allah curses the woman who tattoos and the one who has herself tattooed, except for a disease). This permissibility is conditioned on no harm resulting from the use of tattooing materials.
