The answer

Firstly, tattooing is originally forbidden, due to the curse invoked upon its perpetrator in the authentic Hadiths.

Secondly, tattooing is permissible to remove a defect or to treat an illness if no other permissible method exists, and this is an exception to the prohibition.

Thirdly, a man's baldness is not considered a significant defect, especially for the elderly. It is not permissible for him to cover his baldness with tattoos or hair extensions. However, if the baldness is early or disfiguring and causes psychological distress, hair transplantation is permissible. If that is not possible, covering the baldness with tattoos is permissible to achieve the benefit of concealing the defect.
