Is it permissible to re-tattoo to correct the color after it has faded and changed, and was the initial use of a tattoo to conceal a defect in the eyebrow considered a sin?

"Tattooing is a form of tattooing (body art), and tattooing is forbidden in Islamic law. The one who does it must repent to God. If the disfigurement caused to the eyebrows reaches the extent of blemish, then it is permissible to remove it through hair transplantation. However, if it is merely for increasing beauty, then it is not permissible to alter it."
