Is it permissible to tattoo eyebrows brown or black, and to tattoo kohl above the eyelash for one who suffers from a slight sparseness?

If eyebrow tattooing with brown or other colors is a dye, then we have clarified its ruling in Fatwa No. 69239. However, if it is a real tattoo involving needle pricks and filling the pricked area, then it is impermissible, and we have clarified its definition and ruling in Fatwa Nos. 45145 and 44011.

If a gap in the eyelashes causes a defect, tattooing it is impermissible. However, it is permissible to treat it with hair transplantation or a permanent dye that does not involve pricking like a tattoo, and so on. See Fatwa No. 68419.

You must be careful not to be among those whom the Messenger of Allah, peace and blessings be upon him, cursed, such as the tattooist, the tattooed, the plucker of eyebrows, and the one whose eyebrows are plucked, due to Iblis's saying: "And I will surely command them, and they will change the creation of Allah."
