What is the ruling on taking money when one receives a salary from the state without performing the work for which it was designated?

It is forbidden for an employee to take a salary without working or being present, because it is deception and betrayal of the Muslims. The specious argument of taking from public funds on the pretext that some influential individuals seize it is a weak argument. The betrayal of some people does not legitimize others doing the same; otherwise, they would be partners in sin and transgression. This leads to the spread of corruption and chaos and the destruction of the nation's wealth. The perpetrator of this act does not take his right from the oppressor, but rather takes it from the wealth of the Muslims.
