Allah Almighty warned against consuming wealth unjustly, saying: "And do not consume your properties among yourselves wrongfully." The Prophet, peace and blessings be upon him, also warned against taking public money without right. Receiving a salary without working has three cases, the ruling for each of which has been previously explained. If the money is unlawful, it must be disposed of by returning it to the state treasury or spending it on general Muslim interests such as the poor and needy. You may take from it if you are poor and in need. Taking another salary from another job, if it contradicts the condition under which the salary was granted by the state, makes it impermissible; otherwise, there is no harm. It is sufficient for the applicable laws to include the condition or for it to be customary practice.
