Is the money received from the state permissible or forbidden, knowing that no work is done in return, and that the manager and employees are aware of this, in addition to not receiving full rights from the state, while the relatives of the head of state benefit from privileges?

Whoever commits to a work for a wage is not permitted to take the wage unless he completes his work. Therefore, it is not permissible to take a salary while being negligent in work or breaching the agreed-upon working hours, as this is a form of embezzlement (ghulul) which Allah Almighty has forbidden, saying: "And whoever embezzles will come forth with what he has embezzled on the Day of Resurrection."

The Prophet (peace be upon him) also described the state of the embezzler on the Day of Resurrection as coming bearing what he embezzled on his neck.

And the manager's knowledge of your negligence does not make it permissible, for they are also responsible for their flock.

As for the rights you have not taken: if they are in exchange for work you have performed, then you have the right to claim them. But if they are without work, then they are not permissible for you.

It is not permissible for anyone to take public money unjustly, even if the president or his relatives do so, because every soul will be held accountable for its actions.
