What is the ruling of the Sharia regarding a woman who said to her husband, "I divorce you" three times, and he refuses to take her back or divorce her, knowing his unstable financial situation and his desire to marry another woman?

If the scholars of Islam issue a fatwa to the husband that he can reconcile with his wife, and he takes her back before the 'iddah (waiting period) expires, then she returns to his marital bond, and she must obey him in what is good. If he falls short in her rights, she has the right to refer the matter to the Sharia judge to compel him to treat her kindly or to divorce. There is no harm for the husband to marry another if he is capable of being just. The husband must financially support his wife and provide her with housing, and it is not a condition that the housing be owned by him. Divorce should not be resorted to except when all means of reconciliation have become impossible.
