It is forbidden to borrow with usury except in cases of extreme necessity, even if the state undertakes to pay the usurious interest. Necessity is defined as that which causes fear of harm to oneself, a limb, one's honor, mind, or property, and committing the forbidden act would avert this harm. As for purchasing luxuries, upgrading a business, buying a house, or owning a car, these do not fall under the compelling necessity that would permit borrowing with usury. Mawdudi considers one who borrows for luxuries to be sinful. Borrowing with usury is not permissible for purchasing housing as long as a Muslim can find shelter for himself and his family, even if it is by renting, provided that the rent does not cause unbearable hardship.
