The answer

If the distance between the country of residence and the place of work is a distance that permits shortening prayers (qasr), and you travel to your work and stay there for less than four days, then you are considered a traveler, and it is legislated for you to shorten and combine prayers. However, if you stay for four days or more, you are considered a resident according to the majority of scholars, and it is not permissible for you to shorten or combine prayers. Shaykh al-Islam Ibn Taymiyyah and those who followed him held the view that a traveler may shorten prayers as long as he has not intended absolute residency. The preferred view, in our opinion, is that of the majority of scholars.
