What is incumbent upon one who entered into a state of Ihram from Dhul Hulaifah without stipulating, and was prevented from completing Hajj or Umrah due to the expiration of his visa, and returned to his country?

Whoever assumes ihram and is prevented from completing their ritual has two situations: If they stipulated at the time of their ihram by saying, "O Allah, my place of release is where You detain me," then they may exit ihram and owe nothing. However, if they did not stipulate, then they are considered "prevented" (muhsar), and they must slaughter a sheep where they were detained and give it to the poor, then shave or shorten their hair and exit ihram. If they are unable to offer the hady (sacrificial animal), then they should shave or shorten their hair and exit ihram, and they are not obligated for any prohibitions they may have unknowingly committed.
