Is it permissible to get a tattoo or eyebrow transplant for someone who suffers from a psychological problem due to the lightness of their eyebrow hair color, which forces them to constantly use an eyebrow pencil?

If the eyebrow deformity is very noticeable and disfiguring, and natural remedies have been tried without success, then there is no impediment to eyebrow transplantation to restore normalcy. This is not considered altering Allah's creation; rather, it is a permissible treatment. Evidence for this is drawn from the Hadith where Arfajah ibn As'ad was commanded by the Prophet, peace and blessings be upon him, to use a nose made of gold.
