What is the ruling of Islamic law regarding a wife who refuses to return to the marital home after traveling to her country, mistreats her husband's family, instigates problems, and invents excuses not to return, especially given that the husband tolerated her neglect and laziness while they were abroad?

A wife's travel with her husband to where he desires is a religious obligation, provided the country and the path are safe. She must obey him in returning to his workplace unless she has a legitimate, acceptable religious excuse. Her family is not permitted to incite her against him. If she insists on refusing, she is disobedient and rebellious (nashiz), and whoever incites her or assists her is likewise. The best solutions are admonition, gentleness, and reminding her of Allah's punishment. Divorce is the last resort, due to the social problems and harm to children that result from it.
