"Whoever passes the Miqat intending Hajj or Umrah is not permitted to cross it without entering into a state of Ihram. If one crosses it deliberately, they must return to the Miqat and enter Ihram from there; otherwise, a دم (sacrificial offering) is required. As for someone who crosses it without intending the ritual, or while hesitant, and then decides to perform the ritual, they should enter Ihram from the place where they made that decision. If a woman doubts her purity after completing an act of worship, her doubt should be disregarded. However, if she rushed and entered Ihram before ensuring her purity, and then had doubts, her Umrah is incomplete, and she must return to complete it. Any transgressions of Ihram prohibitions committed before that are excused due to ignorance."
