The answer

Scholars differed concerning Iblis: was he an angel or not? Those who said he was not an angel cited the verse: (And [mention] when We said to the angels, "Prostrate to Adam," so they prostrated, except for Iblis; he was of the jinn) and the infallibility of angels from disbelief. They refuted his exception by saying that he worshipped with them. Meanwhile, those who said he was an angel cited the exception, and they refuted his being from the jinn by saying that the jinn are a tribe of angels. The strongest argument is that he was not an angel, based on the Almighty's saying: (except for Iblis; he was of the jinn and disobeyed the command of his Lord).
