The answer

It is permissible to trade in birds, provided that the merchant does not violate their rights or sell them to someone who will violate them. Their rights include feeding them, giving them water, not torturing them, and not using them as a target for shooting, based on the hadith: "A woman was tormented and entered Hellfire because of a cat that she imprisoned until it died. She did not feed it or give it water when she imprisoned it, nor did she let it eat from the vermin of the earth." And the hadith: "Do not take anything that has a soul as a target."
