Is it permissible to distribute the amount bequeathed for building a mosque to needy families, given the current circumstances?

Building mosques is among the best acts of righteousness and a form of ongoing charity (sadaqa jariya). The will must be executed and not concealed or altered, for Allah has warned against that. It is obligatory to fulfill the grandmother's will to build a mosque, and not to change it to something of lesser good, even if it is argued that meeting the needs of the poor is better. The money allocated for building the mosque becomes an endowment (waqf) and an ongoing charity.
