Which is better: allocating surplus money to participate in building a mosque, or continuing to help a group of Muslims for whom this money has become essential?

The Sharia encourages building mosques and giving charity to the poor, especially in times of dire need. If the poor are in dire need and are abstaining from asking, then giving charity to them is better than participating in building a mosque. However, if the poor are not in dire need or the construction of the mosque has stalled, then donating to the mosque is better.
