Is it permissible to spend a third of the money bequeathed by a man for building a mosque on other charitable causes, because the mosque preachers in our country may belong to destructive sects or parties?

The will must be executed according to the testator's instructions, as long as it does not violate Sharia, because "the condition of the endower is like the text of the Lawgiver." It is not permissible to alter the will, for Allah the Almighty says: "So whoever alters it after he has heard it, the sin is only upon those who alter it. Indeed, Allah is Hearing and Knowing."

Therefore, one-third of the man's wealth must be allocated for building a mosque as he willed. The fact that the imams in the town belong to deviant sects does not prevent the execution of the will. An imam from outside their group can be appointed. Even if they have connections to rulers or corrupt individuals, it does not necessarily mean they share their beliefs. This is an ongoing charity that should not be obstructed because of fleeting imams.
