What is the ruling on an Imam who recites quickly during the Tarawih prayer?

However, if the reciter gives each letter its due and its rights while reading quickly, their recitation is correct, but they have gone against what is superior and more complete. It is better to read slowly and deliberately to understand and reflect upon the Quran, as stated in the verse: "And recite the Quran with measured recitation."
