What is the ruling on intercession (wāsiṭah) in employment, and does commendation (tazkiyah) and nomination (tarshīḥ) fall under its ruling?

Interceding for employment is permissible if the person is qualified and competent, as it falls under fulfilling a Muslim's need, according to the Prophet's (peace be upon him) saying: "Intercede, and you will be rewarded." However, if the person is unqualified, then intercession at that point is deception and falsehood, and it leads to infringing upon the rights of the competent. As for recommending a person for a job nomination, if they are competent and just, and the recommendation is requested, then it must be given, and it is not permissible to conceal it, for Allah Almighty says: "And do not conceal testimony." As for recommending an unqualified person, it is false testimony, and it is one of the gravest sins.
