Is it permissible for one who is not in a state of ritual purity (ghair al-mutawaddi') to touch the Mus'haf according to the verified opinions of the Salafi scholars, and what is their evidence?

The texts of the Quran and Sunnah, and what has been authentically reported from the Companions and the majority of the Salaf imams, such as the four imams and others, indicate the prohibition of touching the Mus'haf (Qur'an) for someone who is in a state of minor ritual impurity (al-حدث). A large number of verified scholars have adopted this opinion. Ibn Abd al-Barr narrated the consensus of the jurists of the various Islamic regions that it is not permissible to touch the Mus'haf except for one who is ritually pure (ṭāhir) and has performed ablution (muṭawaḍḍi'). This is the view of Malik, Al-Shafi'i, Abu Hanifa, Al-Thawri, Al-Awza'i, Ahmad ibn Hanbal, Ishaq ibn Rahwayh, Abu Thawr, and Abu 'Ubayd. These are the imams of jurisprudence and hadith in their eras. Although there is another opinion that permits touching the Mus'haf for one in a state of minor ritual impurity, those who hold it are few compared to those who deem it impermissible.
