The answer

It is not permissible for an individual who is not in a state of ritual purity (wudu) to touch the Mus'haf, based on the Hadith: "None shall touch the Qur'an except one who is pure." This ruling includes parts of the Mus'haf. However, some scholars have permitted one who is in a state of minor ritual impurity (al-muhdith) to touch the Mus'haf for the purpose of learning or teaching, to alleviate hardship.
