Is it permissible to shorten prayers (qasr) while knowing of a delay in returning, and is the distance for shortening and combining prayers 80 km round trip or just one way?
The travel for which concessions are legislated is that which covers a distance of eighty kilometers or more. In such a case, the traveler is permitted to wipe over his leather socks for three days and nights, combine and shorten prayers, and break the fast in Ramadan.
If a traveler arrives in a country and intends to stay for more than four days, he does not avail himself of the concessions. If he intends to stay for four days or less, he does avail himself of the concessions.
As for someone who stays in a country without specifying the duration of his stay, he may avail himself of the travel concessions, even if the period is prolonged.
It is a condition for shortening prayers that the outbound distance not be less than 80 kilometers. Prayers are performed in full if the duration of stay exceeds four days.
As for combining prayers, it is permissible for the traveler, and also for the resident when there is hardship due to illness or an important task that cannot be delayed.
